From 25 October, e-commerce platforms must cut fees for verified micro and small sellers of domestic products by at least 50% — registration is through the SAPA UMKM app

CorporatePermen UMKM 3/2026; Kepmen UMKM 398/2026Issued: October 21, 2026

On 16 October 2026 the Ministry of Micro, Small and Medium Enterprises (Kementerian UMKM) announced that, from 25 October, platforms for electronic trading (PMSE), meaning e-commerce platforms, must cut at least 50% off the admin fee, the commission fee or the basic store application fee they charge verified micro and small sellers of domestic products. The measure implements Ministerial Regulation (Permen UMKM) 3/2026 on protecting and strengthening the competitiveness of micro and small businesses in electronic trading, with the application and verification procedure in Ministerial Decision (Kepmen UMKM) 398/2026. Micro businesses are those with capital up to Rp1 billion or annual sales up to Rp2 billion; small businesses have capital above Rp1 billion up to Rp5 billion or annual sales above Rp2 billion up to Rp15 billion (PP 7/2021), with capital excluding land and buildings. Sellers register through the SAPA UMKM app, the platform verifies the data within 10 calendar days, and the reduction is given within five days after the two-stage verification. We have not read the regulation or the decision themselves, and the reports name no platform.

Key points

  • Source and status: announced in a written statement by Temmy Satya Permana, Deputy for Small Business at Kementerian UMKM, on Friday 16 October 2026 (detikFinance, 22:15 WIB; ANTARA, 17 October 05:20 WIB; DDTCNews, 20 October 11:30 WIB). The reports say the measure can be implemented effectively from 25 October; a seller receives the reduction only after verification.
  • What platforms must do: give at least 50% off the admin fee, commission fee or basic store application fee; verify the seller's data within 10 calendar days of receiving it from SAPA UMKM; give detailed reasons for a rejection, with the seller free to reapply unless classed as a high-risk user; and provide an appeal channel. Incentives can be stopped for a proven violation, and the Ministry monitors realisation through platform data. The reports mention no sanction on platforms.
  • Who qualifies: a verified micro or small business under PP 7/2021 (the limits above); selling only domestic products, which detikFinance describes as made in Indonesia by a domestic company, using some or all domestic raw materials or components and involving some or all Indonesian workers; no transaction manipulation or misuse of platform facilities; a good business track record; and registration under the SAPA UMKM rules.
  • How to apply: create an account in the SAPA UMKM app, list the platform used, the merchant identity or username, and the SKU list with product names; a product certificate number and date may be added (ANTARA).
  • Not stated in the reports: which platforms take part, any rate beyond the 50% minimum for each fee, and tax treatment. We have not seen the text of Permen UMKM 3/2026 or Kepmen UMKM 398/2026.

What this means for your Indonesian entity

If your entity sells through online marketplaces and is a micro or small business under PP 7/2021, check before 25 October whether it qualifies, and if so register in SAPA UMKM. Practical checks: (1) your size, using capital excluding land and buildings or annual sales, against the limits above; (2) whether your products meet the 'domestic product' test as the reports describe it, since the incentive is only for domestic products; (3) that the merchant name or username and the SKU list you enter match your marketplace accounts, because the platform verifies them. The incentive is a cut in platform charges, so it changes your marketplace fee expense, not any tax rate; the reports do not discuss tax, and nothing in them changes the income-tax collection by marketplaces covered in our earlier entry. If you are above the size limits, nothing changes for you. This is orientation, not advice, and the regulation and decision themselves govern. We will update this entry if the texts or the list of participating platforms are published.
