Japan's government: the Japan–Indonesia Specified Skilled Worker memorandum was renewed for six months from 25 June 2026 — Indonesian applicants need not file proof of Indonesian-side procedures
This item comes from the Japanese government, not from an Indonesian regulation. Japan's Immigration Services Agency says that on 23 June 2026 the Japanese Embassy in Indonesia and Indonesia's Ministry of Foreign Affairs exchanged notes extending the Memorandum of Cooperation on Specified Skilled Workers (SSW) for six months from 25 June 2026. The previous extension was much longer: the memorandum was signed in Jakarta on 25 June 2019 and extended for two years from 25 June 2024 by an exchange of notes on 21 June 2024. The page does not state the new end date; six months from 25 June 2026 would fall around late December 2026, which is our inference. For Indonesian nationals, the agency also says residence applications need not include documents proving that the Indonesian-side procedures were completed, and that using an Indonesian placement company (P3MI) is optional. We have not seen any Indonesian announcement of the renewal.
Key points
- Source and status: the Immigration Services Agency of Japan's Ministry of Justice, on its Specified Skilled Worker page for Indonesia. This is Japanese-government information about arrangements that affect Indonesian nationals; it is not an Indonesian regulation.
- History on the page: the Memorandum of Cooperation was signed and exchanged in Jakarta on 25 June 2019; on 21 June 2024 the Japanese Embassy and Indonesia's Ministry of Foreign Affairs exchanged notes extending it for two years from 25 June 2024; on 23 June 2026 they exchanged notes extending it for six months from 25 June 2026.
- End date: the page gives none. Six months from 25 June 2026 would end around late December 2026 (our arithmetic). The page does not say what happens if the memorandum is not extended again.
- Documents: for Indonesia, applicants need not submit, with their residence applications, documents proving that the Indonesian-side procedures were completed. The Indonesian-side procedures themselves remain; the page directs readers to the Indonesian contacts, the Ministry of Manpower's Directorate for Placement and Protection of Indonesian Migrant Workers and the Indonesian Migrant Workers Protection Board.
- Placement companies: for accepting Indonesian SSW workers, using an Indonesian placement company (P3MI) is optional. P3MIs are listed by Indonesia's Ministry of Manpower and are different from the accredited sending organisations involved in technical intern training.
- Watch item: this page is one of the Japanese-government measures with an Indonesia connection that we track. We will update this entry when the agency publishes the next extension or a change in the arrangement.
What this means for your Indonesian entity
If your company in Japan, or your Indonesian group company, plans to hire Indonesian nationals under the SSW category, nothing in this notice changes the steps you follow today; what it adds is a date to diarise. The memorandum was renewed for six months, not the two years of the last renewal, so expect the next decision around late December 2026 and check the agency's page before you commit to hiring plans that depend on it. For residence applications, you no longer need to attach proof of the Indonesian-side procedures, but the Indonesian-side steps still have to be completed through the Indonesian authorities, so confirm them with the contacts the page lists. Choosing a P3MI is optional. Orientation only: the agency's page and your immigration adviser govern.
