Foreign-worker permits move to a single OSS window with a five-day target, due to go live at the end of September

Three ministries — Manpower, Investment and Downstreaming/BKPM, and Immigration and Corrections — signed joint decrees (SKB) on 9 September 2026 to bring the permits an employer needs for a foreign worker into a single entry point on the OSS (Online Single Submission) system. Today the chain runs across three separate systems: RPTKA approval in the Manpower Ministry's SIAPkerja, then the VITAS visa and the ITAS or ITAP stay permit in Immigration's All Indonesia application. Under the SKB these are connected so an application starts once, on OSS. The government's stated target is around five days end to end, and officials are quoted as saying permits will be issued automatically if the deadline is exceeded. The integrated service is due to go live at the end of September 2026. We missed the signing in our sweeps that week; we are publishing it ahead of the go-live date, which is the date that matters for anyone with a foreign hire or a stay-permit renewal in the pipeline.

What this means for your Indonesian entity

If you have a foreign hire — a new expatriate director, engineer or specialist — or a KITAS renewal coming up in the fourth quarter, plan for a transition rather than an instant change. For applications that start after go-live, expect to begin on OSS rather than SIAPkerja: check now that your OSS account and whoever holds its access are in order, and that your company's NIB and business-line (KBLI) data are current, since the foreign-worker flow will sit on top of that record. For anything already in progress, ask whoever is handling it whether it will finish on the old track or be migrated. Treat the five-day figure as a target rather than a guaranteed service level until the system has run for a few weeks, and keep your usual lead time for the first cycle. The rules on which roles can be filled, knowledge transfer and the DKP-TKA fee are unchanged as announced, so the substance of your RPTKA stays the same — what changes is where you file it and how fast it should come back.
