Labor coalition sets a 22 September deadline — a 50,000-motorcycle rally on Jalan MH Thamrin is planned for 24 September if it is not met

The labor coalition behind the orderly 10 September nationwide action has escalated its campaign over the Labor Protection Bill. After a dialogue with DPR's Commission IX working committee on Wednesday 16 September — held in place of an action it had planned for the 17th — the KBPBI coalition called the draft bill "very, very disappointing" and gave DPR and the government until Tuesday 22 September to respond. KSPSI, one of its leading members, says that if no concrete answer comes, workers will rally on Thursday 24 September on Jalan MH Thamrin around Bundaran HI and Grand Indonesia in Central Jakarta, with a target of 50,000 motorcycles converging from Tangerang, Bekasi, Karawang and Purwakarta. The rally is conditional and not yet confirmed — but if it goes ahead, it lands on the Thamrin–Sudirman corridor on a working Thursday. No Japanese Embassy advisory had been issued for the date as of writing.

1. Thu 10 Sep

   The KBPBI coalition's first round of action takes place simultaneously in about 30 regions and passes off peacefully; in Jakarta, worker representatives are received at the DKI Jakarta DPRD building. See our separate article on that day.

2. Wed 16 Sep

   KSPSI postpones the action it had planned for 17 September after DPR's Commission IX working committee (Panja) invites the coalition to a dialogue on the bill, held the same day. At a press conference in Jakarta, KSPSI vice-president Ahmad Supriyadi says that if the coalition gets no concrete answer by 22 September, it will act on 24 September — "in total, we are targeting 50,000 motorcycles," moving from Tangerang Regency, Bekasi City and Regency, Karawang and Purwakarta toward Jalan MH Thamrin. That evening KBPBI leaders, including KSPSI president Andi Gani Nena Wea and KASBI chair Sunarno, press DPR to respond, with Andi Gani saying "we know very well the risks of mobilising large crowds into Jakarta are considerable."

3. Thu 17 Sep

   Andi Gani calls the draft obtained from DPR "very, very disappointing" and says a major action in Jakarta looks set to be the coalition's choice; coalition figures cited in reporting put a mass mobilisation at 70,000–100,000 workers. At the Parliament complex, Manpower Minister Yassierli calls the protests "part of the dynamics" and says the bill is still being processed.

• Where: Jalan MH Thamrin, Central Jakarta, around Bundaran HI and Grand Indonesia — the main Thamrin–Sudirman business corridor. Organisers name departure points in Tangerang Regency, Bekasi City and Regency, Karawang and Purwakarta, so roads into Jakarta from the west and east are part of the route, not only the rally site.
• Scale, as claimed by organisers: a target of 50,000 motorcycles (KSPSI, 16 September); coalition figures of 70,000–100,000 workers were also cited on 17 September. These are organisers' targets, not police estimates.

That is a reasonable base case, not a guarantee — a single-site rally of this size in central Jakarta is a different proposition from dispersed regional assemblies.
